soulavenger555, I don't know why people thumbed you down, but the answer to your question is simple - scarves ARE ALLOWED! What's not allowed are complete covering of the head which does not allow the teacher to see the face of the student.
This is also only in public schools which are paid for by the government. If the girl wants to study in a private school and her parents can pay for it - the private Muslim school can allow full cover and everything.
