Well, Tetsamaru is correct in what he says. But maybe your asking for the origin of the "dance" itself? It is inspired by a physics glitch in the old 007: Goldeneye, triggered by loosening the cartridge. It resulted in characters twitching as you have been seeing. Then somebody eventually decided to add music to it.
