Thank you for showing how Japanese thinking is different from your American way.
You think the cat needs help and it is a poor cat, when in reality the cat feels SAFE, HAPPY, FED, and so SECURE because people in Japan, unlike you, dont jump to your AMERICAN conclusion that the cat "needs to be taken home!" and dont bother the cat, and minding their own business.
Show me a place in America where a cat can sleep like that, feeling safe, and secure as people walking by?

Don't worry about it. Japan doesn't have dangerous animals for cats. They have a safe and free. Also, the cats usually know some people who often feed them. They can get enough food. And, why nobody doesn't pet the cat is that people don't want to wake the cat up. People want the cat to be in comfortable dream (^^)
